SHASTA COUNTY BOARD OF SUPERVISORS MEETING AGENDA About the agenda: The agenda is divided into two sections: CONSENT CALENDAR: These are routine items and are usually acted upon at one time without discussion. REGULAR CALENDAR: These items include significant financial, policy, and administrative actions, as well as scheduled public hearings.
Each agenda item is accompanied by a staff report, which provides additional background information. Staff reports are available online at ShastaCounty.gov or by scanning the QR code on the left.
To address the Board: Please fill out a speaker request form and provide it to the Clerk before the meeting begins. Speaker request forms are available at the back of the Board Chambers or online. Each speaker is allocated up to three minutes of speaking time unless the chairman determines that all speakers will be allowed a shorter or longer period of time.
The Board provides the following opportunities for public comment:

R5 | Introduce and waive the reading of “An Ordinance of the Board of Supervisors of the County of Shasta, Amending Section 19.02.040 of Title 19 of the Shasta County Code, Shasta County Carr Fire, Zogg Fire, Salt Fire, and Fawn Fire Disaster Recovery” (Ordinance) to extend the effective period with respect to persons displaced by the Fawn Fire from September 22, 2024, to September 22, 2025, or such other date as the Board of Supervisors may determine and find that the Ordinance is not subject to the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15060(c)(2).

C1 | Waive competitive procurement requirements as outlined in Section 3.04 of the Shasta County Code due to the necessary restrictions in specifications for California state schedules and approve an agreement with IGM Technology Corp. for web-based budgeting software, maintenance, and customer support.

C2 | Approve updates to Administrative Policy 2-401, Acceptance of Donations, which increases the donation acceptance limit for Department Heads and the County Executive Officer and adds a requirement for a quarterly report for any accepted donations exceeding $10,000.

C9 | Waive competitive procurement requirements due to limitations on the source of supply and authorize the purchase of: (1) One Ford F600 truck with sand spreader equipment from Corning Ford; and (2) one Ford F600 truck with mobile service equipment from Crown Motors.

C10 | Award Request for Quote (RFQ) 24-20 to, and approve a contract with, Design Time & Tile, Inc., for flooring and countertop services at County facilities.

C11 | Find the “West Central Landfill 2024 Leachate Pond Project,” Contract No. 207604, categorically exempt in conformance with the California Environmental Quality Act (CEQA) Guidelines 14 CCR Section 15301, Class 1-Existing Facilities, approve the plans and specifications, and direct the Public Works Director to advertise for bids, and authorize the opening of bids on or after September 12, 2024, at 11:00 a.m.

C12 | Take the following actions regarding the “Redwood Blvd Parking Lot Project,” Contract No. 610957 (Contract): (1) Reject the bids from Giles Excavating and Zeis Construction as non-responsive; (2) award the Contract to the lowest responsive and responsible bidder, Sunrise Excavating, on a lump sum basis in the amount of $241,290; and (3) approve and authorize the Public Works Director, or their designee, to sign a Notice of Completion and record it within 15 days of actual completion of the work.

BOARD ROOM RULES OF ORDER:
1. In order to ensure that business is conducted in an orderly fashion and that all have an equal opportunity to observe and participate in the proceedings, the following rules of order shall apply to all meetings covered by Administrative Policy 1-101.
2. Signs, placards, or posters that exceed a size of 18” x 24” shall not be brought into the Board Room and shall not be brought into the enclosed foyer in front of the Board Room. Signs, placards, or posters shall not be affixed to the walls or windows in the Board Room and shall not be affixed to the walls or windows in the enclosed foyer in front of the Board Room.
3. County audio-visual equipment is reserved for use for County business and for presentations authorized by this policy. Such equipment is not available for other purposes with the following exception: The overhead projector in the Board Room may be used by members of the public to display images while providing public comment. Any such display shall not employ images which disrupt, disturb, or otherwise impede the orderly conduct of the Board meeting and the Chair may order such a display to be removed or discontinued.
4. Unless addressing the Board or entering or leaving the meeting chamber, all persons in the audience shall remain sitting in the seats provided or standing along the back wall of the Board Room. No person shall block the doorways or otherwise block ingress and egress. Media representatives may stand and use equipment to record proceedings in certain areas so designated by the County Executive Officer, which do not block ingress and egress or disrupt, disturb, or otherwise impede the orderly conduct of the proceedings.
5. Unreasonable and excessive cheering, yelling, whistling, hand clapping, or foot stamping which disrupts, disturbs or otherwise impedes the orderly conduct of the proceedings is prohibited.
6. Eating or drinking, with the exception of beverages in containers with secure lids or tops, is prohibited in the Board Room.
7. Each person who addresses the Board of Supervisors shall not use loud, threatening, profane, or abusive language which disrupts, disturbs, or otherwise impedes the orderly conduct of the Board meeting. Any such language or any other disorderly conduct which disrupts, disturbs, or otherwise impedes the orderly conduct of the Board meeting is prohibited.
8. The Chair may order removed from the Board Room any person who commits any act which disrupts, disturbs, or otherwise impedes the orderly conduct of the Board meeting. |
