About the agenda:
The agenda is divided into two sections: CONSENT CALENDAR: These are routine items and are usually acted upon at one time without discussion. REGULAR CALENDAR: These items include significant financial, policy, and administrative actions, as well as scheduled public hearings.
Each agenda item is accompanied by a staff report, which provides additional background information. Staff reports are available online at ShastaCounty.gov or by scanning the QR code on the left.
To address the Board:
Please fill out a speaker request form and provide it to the Clerk before the meeting begins. Speaker request forms are available at the back of the Board Chambers or online. Each speaker is allocated up to three minutes of speaking time.

R2 | Take the following actions: (1) Receive an update from the County Executive Officer on County issues and consider action on specific legislation related to Shasta County's legislative platform; (2) consider approving a letter of support for the Agreement to Support Healthy Rivers and Landscapes and the associated benefits for communities, farms, businesses, the environment, and the public; and (3) receive Supervisors' reports on countywide issues.

C10 | Take the following actions regarding Tract No. 1989, Lassen Mountain Pines, in the Shingletown area: (1) Adopt a resolution which finds that: (a) an extension of time for completing the required subdivision improvements will not contribute to public health or safety problems or impede the orderly development of the surrounding area; (b) the parcels created in the subdivision remain under common ownership; and (c) the performance security is adequate to ensure completion of the remaining improvements; and (2) approve a retroactive amendment to the subdivision improvement agreement with the Developer extending the time of completion to December 14, 2024.

C11 | Approve an agreement with Dokken Engineering, Inc., for engineering services for the “Fern Road East at Glendenning Creek Bridge Replacement Project,” Contract No. 705929.

C12 | Approve a retroactive Memorandum of Agreement with the Federal Aviation Administration (FAA), at no cost, for installation and operation of FAA navigation equipment at the Fall River Mills Airport.

C14 | Approve a classification specification for a new position of HHSA Chief Fiscal Officer and adopt a Salary Resolution, effective January 14, 2024, which adds the new class of HHSA Chief Fiscal Officer to the Shasta County Salary Schedule and adds 1.0 full time equivalent HHSA Chief Fiscal Officer allocation to the Health and Human Services Agency Budget (BU 502).

R5 | Adopt a resolution which approves a successor Memorandum of Understanding (MOU) between the Sheriff’s Administrative Association (SAA) and the County of Shasta covering the period of January 1, 2024, through December 31, 2025, and adopt a salary resolution effective January 14, 2024, which amends the Salary Schedule for positions in County Service pursuant to the SAA MOU.

R6 | Take the following actions: (1) Introduce and waive the reading of “An Ordinance of the Board of Supervisors of the County of Shasta Amending Chapter 2.40 of the Shasta County Code to Allow for Appointment of a Separate County Surveyor when the Appointed Public Works Director does not Possess the Appropriate Qualifications of County Surveyor” (Ordinance); (2) adopt a Salary Resolution, effective February 25, 2024, which adds Footnote 96 to the Shasta County Salary Schedule to allow a five percent (5%) stipend for the classification of Principal Engineer and Assistant Public Works Director when appointed as County Surveyor; (3) approve updates to the Public Works Director, Assistant Public Works Director and Principal Engineer Classification Specifications to conform with the Ordinance and Resolution; (4) open a public hearing on the qualifications of Carl Troy Bartolomei for the position of Road Commissioner; (5) close the public hearing; (6) adopt a resolution which appoints Carl Troy Bartolomei as the Shasta County Public Works Director which includes the duties of Road Commissioner, effective January 10, 2024, and establishes Mr. Bartolomei’s compensation at the E-step salary range ($99.82 per hour/$17,302 per month) for the position of Public Works Director; and (7) adopt a resolution which appoints Shawn Ankeny as County Surveyor effective February 25, 2024.

The Shasta County Board of Supervisors does not receive any additional compensation or stipend for acting as the Shasta County Water Agency.
