About the agenda:
The agenda is divided into two sections: CONSENT CALENDAR: These are routine items and are usually acted upon at one time without discussion. REGULAR CALENDAR: These items include significant financial, policy, and administrative actions, as well as scheduled public hearings.
Each agenda item is accompanied by a staff report, which provides additional background information. Staff reports are available online at ShastaCounty.gov or by scanning the QR code on the left.

R1 | Take the following actions: (1) Receive a presentation from the Auditor-Controller on the history of the Williamson Act in Shasta County and the impacts to landowners enrolled in Williamson Act contracts; (2) conduct a public hearing; (3) adopt a resolution which: (a) finds that, for Fiscal Year (FY) 2022-23, the subvention payment the County received from the State of California pursuant to the Open Space Subvention Act was less than one-half of the County’s actual foregone General Fund property tax revenue that resulted from Williamson Act contracts; and (b) states the Board’s decision to implement Government Code section 51244(b) and Government Code section 51244.3 effective January 1, 2024; (4) direct staff to notify all Williamson Act contracted landowners of the following: (a) the final decision of the Board of Supervisors after the conclusion of the October 17, 2023, public hearing on whether to implement the AB 1265/SB 1353 provisions; and (b) the landowner’s right to prevent the reduction in the term of his or her contract due to the implementation of the AB 1265/SB 1353 provisions by serving notice of non-renewal as specified by Government Code sections 51244, 51245 and Shasta County Resolution No. 2011 103; and (5) direct the County Administrative Office, Assessor Recorder, Auditor Controller, Tax Collector and Director of Resource Management to take all necessary steps to implement AB 1265/SB 1353 including but not limited to recording a notice that states the affected parcel numbers and current owner’s names, making the appropriate additions to all affected properties assessed values, and modifying the FY 2024-25 tax bills to reflect the assessment changes associated with the reduced tax benefit.

C21 | Take the following actions: (1) Adopt a Salary Resolution, effective October 22, 2023, which adds footnotes 94 and 95 to the Shasta County Salary Schedule to allows licensure stipends for the Assistant Agricultural Commissioner/Sealer of Weights and Measures; and (2) approve updates to the Assistant Agricultural Commissioner/Sealer of Weights and Measures and the Deputy Agricultural Commissioner/Sealer of Weights and Measures Classification Specifications to align with appropriate licensure requirements.

R13 | Approve an at-will employment agreement with James Mu, M.D., appointing Dr. Mu as the Shasta County Health Officer effective October 23, 2023, and establishing Dr. Mu’s compensation at the C-step salary range ($106.86 per hour/$18,522 per month) and state related terms and conditions of employment.

R14 | Take the following actions: (1) Adopt a resolution which approves a successor Memorandum of Understanding (MOU) between the United Public Employees of California – General Unit (UPEC – General) and the County of Shasta covering the period of January 1, 2023, through December 31, 2024; and (2) adopt a salary resolution effective December 17, 2023, which amends the Salary Schedule for positions in County Service pursuant to the UPEC – General MOU.

R15 | Take the following actions: (1) Adopt a resolution which approves a successor Memorandum of Understanding (MOU) between the Deputy Sheriffs Association – Deputy Sheriff, Sergeant, and District Attorney Investigator Unit (DSA-DSS/DAI) and the County of Shasta covering the period of September 1, 2023 through August 31, 2025; and (2) adopt a retroactive salary resolution, effective October 8, 2023, which amends the Salary Schedule for positions in County Service pursuant to the DSA-DSS/DAI MOU.
