The agenda is divided into two sections: CONSENT CALENDER: These matters include routine financial and administrative actions and are usually approved by a single majority vote. REGULAR CALENDER: These items include significant financial, policy, and administrative actions and are classified by program areas. The regular calendar also includes “Scheduled Hearings,” which are noticed and public hearing, and any items not on the consent calendar. | ||||||||||||

TO ADDRESS THE BOARD: The Board provides the members of the public with a Public Comment-Open Time period, where the public may directly address the Board on any agenda item on the regular calendar and on the consent calendar and may also address the Board on any matter not listed on the agenda that is within the subject matter jurisdiction of the IHSS Public Authority. In addition, members of the public may also comment on any item on the consent calendar before the Board’s consideration of the consent calendar, and may also comment on any item on the regular calendar before or during the Board’s consideration of the item. Members of the public may also address matters scheduled for public hearings at the time such public hearings are opened for comment. Pursuant to the Brown Act (Govt. Code section 54950, et seq.), Board action or discussion cannot be taken on non-agenda matters, but the Board may briefly respond to statements or questions and, if deemed necessary, refer to the subject matter to the appropriate department for follow-up and/or to schedule the matter on a subsequent Board Agenda. | ||||||||||||

Persons wishing to address the Board in the Board Room are requested to fill out a Speaker Request Form and provide it to the Clerk before the meeting begins. Speaker Request Forms are available at the following locations: (1) online at https://www.shastacounty.gov/sites/default/files/fileattachments/board_of_supervisors/page/3999/ web_speaker_request_form_04042024.pdf, (2) from the Clerk of the Board on the third floor of 1450 Court Street, Suite 308B, Redding, and (3) in the back of the Board of Supervisors Chambers. If you have documents to present for the members of the IHSS Public Authority to review, please provide a minimum of ten copies. When addressing the Board in the Board Room, please approach the rostrum, and after receiving recognition from the Chair, give your comments. | ||||||||||||

Each speaker is allocated three minutes to speak. Comments should be limited to matters within the subject matter jurisdiction of the Board.
The Board wishes to ensure that business is conducted in an orderly fashion and that all have an equal opportunity to observe and participate in the proceedings. Each person who addresses the IHSS Public Authority shall not use loud, threatening, profane, or abusive language which disrupts, disturbs, or otherwise impedes the orderly conduct of the Board meeting. Any such language or any other disorderly conduct which disrupts, disturbs, or otherwise impedes the orderly conduct of the Board meeting is prohibited. | ||||||||||||

The Shasta County Board of Supervisors does not receive any additional compensation or stipend for acting as the Shasta County IHSS Public Authority. |
CALL TO ORDER |

PUBLIC COMMENT PERIOD - OPEN TIME During the Public Comment Open Time period, the public may address the Board on any matter not listed on the agenda that is within the subject matter jurisdiction of the In-Home Support Services Public Authority Governing Board. Each speaker is allocated three minutes to speak. Those wishing to participate in Public Comment – Open Time must submit a speaker request card to the Clerk of the Board before the meeting begins. All speaker request cards submitted after the meeting begins will be heard by the Board once all items on the agenda have been considered. Any public comment not heard prior to the 12:00 p.m. recess will be heard after the Board reconvenes from Closed Session and all agenda items have been considered. |

CONSENT CALENDAR The following Consent Calendar items are expected to be routine and non-controversial. They may be acted upon by the Board at one time without discussion. Any In-Home Support Services Public Authority Governing Board member or staff member may request that an item be removed from the Consent Calendar for discussion and consideration. Members of the public will be provided with a single opportunity to comment on one or more items on the Consent Calendar before the Board's consideration of the Consent Calendar. Those wishing to participate in public comment for the Consent Calendar items must submit a speaker request card to the Clerk of the Board before public comment for the Consent Calendar begins. Each speaker is allocated three minutes to speak. All speaker request cards submitted after public comment for the Consent Calendar begins will not be heard by the Board. |

SCHEDULED HEARINGS A court challenge to action taken by the Board of Supervisors on any project or decision may be limited to only those issues raised during the public hearing or in written correspondence delivered to the Board of Supervisors during, or prior to, the scheduled public hearing. |

COMMENCE THE FY 2024-25 HOUSING AUTHORITY BUDGET HEARINGS
Pursuant to Government Code section 29081, the In-Home Supportive Services Public Authority may continue to meet from day to day until budget hearings are concluded but not to exceed a total of 14 calendar days.
5. Consider directing the County Executive Officer to prepare, for subsequent In-Home Supportive Services Public Authority consideration and action, a FY 2024-25 Adopted Budget Resolution. The budget resolution will reflect changes to the FY 2024-25 Recommended Budget, as directed by the In-Home Supportive Services Public Authority before and after budget hearings and subsequent technical adjustments required as additional information regarding State legislative action becomes available.
